Is funding windows basically a cut off point? So after 5 years the funding is stopped?

Senator Yankee, in regards to the Solidarity fund it's basically a chance to tackle the problem globally-I felt it would be hypocritical to spend billions here whilst ignoring the fact that HIV/AIDs is a major problem in the developing world where they lack basic treatments.

I'd give the power to the Department of External Affairs, as they're best placed to deal with international development-I'd want to see it invested in a whole range of areas from NGO's to governments, to health care providers. More importantly we need to focus on the reasons why countries suffer globally from HIV/AIDs which means tackling homophobic laws, increasing debt burdens and failure to introduce drug reform

It's not that the funding necessarily stops, but that most funding programs should have a lifespan to determine its effectiveness. There are virtually no programs that don't have some kind of funding window connected. It's also wondering whether that's the funding envelope for the whole period or annually?

I think that's reasonable and we need to clarify if the funding contained is an annual amount or amount for the life of this iteration...

My only concern is that the Senate will most likely be made up of completely different people in 1 year, yet alone 5! So it would be unlikely to get voted through again.

However I think there's enough funding in this to make it a one off payment-we've already got HIV/AIDs medicine covered under healthcare, this scheme was just designed to help clean up the grey areas, and target the most vulnerable rather than just waiting for them to catch it.

So yeah this would be a 1 year program, with the potential for voting on it again

There is a spacing issue in section two that Speaker should correct before the vote is started.
