Trump Order was: for every one regulation passed two must be eliminated

This would be the hypothetical order: Every new regulation proposed by an department or an agency can only be implemented if that proposed regulation if approved by the House of Representatives  


I would obviously go with the hypothetical order, as in trump order the one regulation passed may be more stricter then the previous  two regulations combined.

As someone generally opposed to deregulation on principle, they both suck.

Trump is more unhinged, but the House is more consistently awful and principled about it.

But since there's a slight possibility of Democratic takeover in the midterms, I'll go with Opt. 1 in the hopes that Trump's cowardice ensures that the one new regulation is a really useful one once he no longer has the Yes Congress to kowtow to him.

Whereas Ryan and Co. aren't malleable on such things. They are Randroids at heart, so the odds of regulation approvals is low.
