According to The Green Papers and the territory's official results:

Total votes in 2008 Democratic Primary: 388,477
Total votes in 2016 Democratic Primary: 88,149

Why did turnout drop by 3/4ths? Doesn't make much sense to me, however I suppose I could speculate that the across-the-board drop in turnout in the Dem primaries + debt crisis made this possible. But really, 300,000 less votes? 77% decrease?
