I thought it was the number of seats, not the number of candidates

I didn't think it would change anything, I was just wondering why. A lot of people do fractional votes, which gets really weird
ex.

10 votes, 3 seats
quota = 3.33

Say one candidate has 5 votes, so they have a surplus of 1.67 votes. Those 1.67 votes are redistributed, so every individual vote for that candidate will then count for 1.67/5=0.33 votes.
