I think once we get through all of September, jumping to late November would be a good idea. I also agree with badgate that we should post what we did during that interval so you can adjust the polls accordingly once we skip to then.

Replace The Electoral College?
Growing number of Americans favor abolishing the current system

Almost forty-years ago Congress came extremely close to abolishing the electoral college and today there are whispers on Capitol Hill of taking up the matter again.

In what was known as the Bayh-Celler Amendment, sponsored by then Representative Emmanuel Celler (D-NY) and then Senator Birch Bayh (D-IN). The amendment came close to abolishing the electoral college that would have instituted a popular vote system. Simply put, the which ever pair of candidates received the highest votes would become President and Vice President. The proposed bill came out of the 1968 election, in which Richard Nixon narrowly defeated Hubert Humphrey. The measure never made it out of Congress, but the idea has been floated around for decades since. In 2000, after George W. Bush narrowly won the Presidency over Vice President Al Gore, some Democrats called for an end to the electoral college, in favor of a popular vote system, but nothing came of it.

However, with the increased presence of third party candidates it does seem like elections are becoming tighter. Strangely enough, George H.W. Bush was the last presidential candidate to garner a 50 percent majority in the popular vote, while every candidate since has won with a plurality in the popular vote. In 2004 Rudy Giuliani won the Presidency with 36 percent of the vote in a four man race.

Polls indicate most Americans are at the very least interested in replacing the electoral college system. 48 percent of Americans favor a national popular vote system, with 44 percent favoring the current system.

Schieffer:  Mr. President, you're seeking a second term as President. You're the first president to face a serious primary challenge since George H.W. Bush in 1992. Ted Kennedy challenged President Carter in 1980, and Ronald Reagan did the same to President Ford in 1976. All three of those Presidents went on to lose the general election. Are you nervous about your odds?
Giuliani: No, not at all. These last four years have been some of the best in our nation's modern history - I'd almost compare our economic situation to that of the Reagan Economy of the later 1980s. When the time arises I'm confident that the American people will look back and realize that they are better off than they were four years ago.
Schieffer: What makes you the better candidate than Governor Sanford, former Speaker Gingrich, or Senator Paul?
Giuliani: One word: experience. I am the President of the United States of America. I've been the leader of our nation since January 20th, 2005. The Presidency cannot be an office where you learn on the job. I'm not going to talk about the other people seeking the nomination - I don't think that's fitting for more office.

Giuliani: I'm doing my job as President - governing our nation. I'm heading to Canada, one of our closest allies, later this week. I do not have the time to devote to campaigning for the Republican Nomination. The American people gave me a job to do and I'm doing it.

Giuliani: Aren't those states in the union? Aren't those states still part of the country? Aren't I still President of those states? I've also been to Massachusetts, Virginia, New York, Pennsylvania, California, and I'll be heading to Canada later in the week. I'm just doing my job.

Today we are in Belmond, Iowa to witness a thrilling debate between two candidates considered underdogs to win their parties' nomination. They are Republican Gov. Mark Sanford from South Carolina and democrat Gov. Howard Dean from Verrmont!

Video of campaign volunteers in their homes and their local campaign offices show on the screen, as well as their name and the state they live in. At the end, the camera transitions to President Giuliani and his wife walking in a park. Giuliani looks at the camera when he talks.

Dave, South Carolina: The last election was a big deal. It was a real game changer, and so was the one before that. I think 2008 is going to be another election that will have a fundamental impact on our children and grandchildren.

Actually, yes. I do like the job Secretary of Energy Pete Domenici has done, moving us forward to a more alternative energy using country. However, I don't think they've gone nearly far enough on that front, and I would legislate a new energy policy, slashing oil subsidies and putting forward strong limits on oil and gas companies to save our environment. As President, it would be one of my first executive orders to ban fracking. I sincerely believe we need to think about the future of our earth, and fracking does so much damage. It's unsurprising that Giuliani, while not as beholden as his fellow Republicans, is still beholden to the oil companies.

But to answer your second question, no, I would keep none of Giuliani's cabinet secretaries. Especially on the foreign policy side.

Governor Sanford is honest in his beliefs. He believes in small government and he's the candidate the Republican Party deserves. I disagree with him on just about every issue, but he's not nearly as corrupt as this President has been. That's not to say I think he would be better at being President than Giuliani, quite the contrary. The President needs to be able to get something done, and Sanford has not only made financial climate a lot worse in South Carolina with draconian tax cuts, but has been incredibly divisive doing so. I respect Governor Sanford, but I would not ever vote for Governor Sanford.

I do. Gay people should have the same rights as everyone else, and I argue, they should already be guaranteed that under the fourteenth amendment. As you know, I signed one of the first civil unions bills in the history of this country, and since then it's been growing. If need be, we should fight for a gay marriage amendment, but if not, then I will go state to state fighting for the right to marry. I won't stop until there is equality for all people of all races, genders, sexual orientations and creeds.

No Child Left Behind has left more and more children behind, and the fact is, more vouchers isn't going to help. It's time to give the power back to the teachers and the students and raise teacher salary. Part of my plan in education is to put forward universal pre-K for all children in this country, so that more children get off on the right foot. Another part is to repeal No Child Left Behind and put more money in our schools. That being said, I think the fact is that spending more money isn't everything, that's why we are going to target that money where it matters - the classroom. Combine that with free school lunches for the poorest children of this country, bringing up funds for low income schools, and strengthening math and science programs, we can be back on top in education standards.

Some of the conservatives in the audience will laugh when I say this, but I actually believe I'm a 3 and a half to 4. *chuckles* I really mean it. When it comes to healthcare, I want the lowest cost option that will help the most people, Medicare for all. I support cutting the military budget, something even a lot of Democrats won't want to touch, and I want the middle class to be saved from  an unavoidable tax hike when the Bush Tax cuts expire. Democrats are the ones that get budgets balanced, and that's my type of Democratic leadership. The continual budget busting of this administration is despicable, and on deficits, I think The President is an extreme fiscal liberal.

EB: To those who labelled me as having a fundraising complex, so, criticize me, They have the right. I’m not forbidding them to criticize me. Yes, I’ve tried several ways to raise funds but it’s a part of the campaign. You can never reach the White House without even a dollar that is from your fundraising events. They should ask Sen. Clinton, Sen. Lincoln or even the President, if they had tried several fundraising stints or events.They did
DG:  Now Senator, any reactions on the latest polls?
EB:  The polls show that we are moving forward to the White House. It’s a big improvement for me. And look, most people trust in my leadership. Leadership can still move us even forward David.

My fellow Americans, this year our country once again faces a big decision. President Giuliani has served his country extremely well and deserves a new term to put this country firmly on the right path.

President Giuliani has found conservative solutions to some of our biggest problems. He's stood up for free markets by denying lobbyists and Washington cronies special favors when it comes to Fannie Mae and Freddie Mac. President Giuliani believes in the free market and that's why he reformed government-sponsored enterprises.

President Giuliani signed tax relief for American homeowners. Expanding the mortgage deduction is a way of cutting taxes for the majority of American families. President Giuliani cut taxes, shrunk government and stood up for conservative values.

There is another man who has done his fair share of fighting for conservative values, who shares the convictions of Rudy Giuliani and myself. It's my honor and pleasure to introduce to you the 43rd President of the United States of America, George Walker Bush!

Thank you! Thank you!....Thank you! Thank you all for that extremely warm welcome and thank you to George for that excellent introduction.

I'm gonna be talking to you all today about one thing: values.  Being President of the United States is the hardest job in the world and the holder of that office needs to have strength of character and moral clarity.

Values are important because they guide your decisions. When you hold the country's future in your hand, you need to have the strength of leadership to make the right call at the right time. My successor, President Rudy Giuliani, has demonstrated time and time again that he has that strength of character and the ability to lead this nation. Personal values are important and President Giuliani has shown this country he has strong convictions.

Values are the cornerstone upon which society is built. Faith, family, and freedom are all critical to both America's past, and to her future. President Giuliani's pro-family tax relief are just one way he shows his respect for the founding principle of the traditional family. President Giuliani loves his country. He's one of the most patriotic individuals I've ever met. His belief in God and his belief this country center him. When you are in the heat of the Presidency, with critics on all sides and decisions to make, I know President Giuliani will be able to act in the best interest of flag and faith.

Then, there is the issue of our values in the world. I believe it was the right decision to initiate the War on Terror. I believe my administration made the right call in taking the fight to the terrorists. Since I left office, President Giuliani has picked it up and is winning the War on Terror. Winning the War on Terror has been President Giuliani's first priority and it shows.

Today, the Iraqi people know freedom. They know the values of life and opportunity. Afghanistan is no longer a haven of terror, hate, and violence. President Giuliani has been instrumental in creating two new democracies on each side of Iran. Terror's days are numbered in a world with Rudy Giuliani as President of the United States. Our values are secure abroad, and our safety is secured at home.

We can't afford to turn back. We can't afford retreat in the War on Terror while we're winning the war. We can't afford to elect candidates without the strength, experience, and leadership to be President of the United States. We can't afford anything but four more years of Rudy Giuliani. Because four more years of President Giuliani is four more years of a growing economy, strong leadership, American values, and a safer homeland. I hope you join me in fighting for four more years. Thank you.
