I don't think it's fair to punish someone for not participating in Senate discussions when they have no authority or say in anything the Senate does. Maybe if we had been waiting on him for a week to break a tie vote we should impeach him, but given the Vice President's complete lack of authority or responsibilities I see no reason we should impeach SJoyce for not doing something when nothing has been required of him.
