I wouldn't be certain of Delaware.  There are no large communities in Sussex County, so there very well might not be an escalator there.

I also would wonder about some counties such as Windham in CT.

Well Windham has Eastern Connecticut University. Mind you I'm talking about possible ones, not guaranteed ones.
