Look's like Cuomo is trying to undercut De Blasio by trying to do Pre-K funding without any tax increases on the rich which De Blasio pretty much ran on and promised to fight for. 

Cuomo and De Blasio seem to be going in different directions one is pushing for a  tax cut and another for a tax increase on the rich I'm sensing a rivalry here maybe anyone else get that feeling?

Well Cuomo is a Republican, so it's not surprising that he would be oppose the Democratic mayor of New York's tax policies.

I understand why a Democratic politician would be in favor of cutting state-specific corporate income taxes, especially in New York, but the estate tax, really?

I'm thinking Cuomo wants to follow his father's footsteps and go for three or four terms and he feels threatened by De Blasio who could primary him 2018.

I had to do some work involving Cuomo's plan at the office today. All-in-all, it seems pretty awful and done under the obvious continued desire to be nationally accepted. You gotta wonder how this will play in the primary though...

Does the tax cut have anything to do with funding Pre-K? I don't see how Cuomo cuts taxes and funds Pre-K at the same time. Where's the money coming from then? On the other hand, statewide pre-K is better than citywide pre-K so if Cuomo wants to do that I don't see the problem. The problem is with the tax cuts because if budget projections aren't met, the state faces austerity again. With statewide Pre-K in place, de Blasio can still push for the tax hike, but allocate the money to something else (such as affordable housing).

So say that as if New York is a red state or a swing state.  Cuomo's policy probably does add to his margins in popularity and in elections by placating suburban and Rockefeller Republican voters.  But, if the difference is winning 57% of the vote with more progressive, fair policies versus winning 64% by screwing New York City, screwing poor people and catering to the super rich, what's the point of selling out? 

New York does need to watch its state spending and keep property taxes reasonable for middle class people, sure.  There are local finance problems with municipalities and problems with pensions that any governor would have to address.  But, New York is one of the major liberal states in America.  New York should be like a smarter version of California on policy, pioneering new progressive ideas.

Cuomo: good on S issues, a Republican-in-all-but-name on E issues. Yeah, I'd definitely vote for a democrat like him in states like Montana, South Dakota, Alaska or Wyoming, or even Indiana. But... New York? Come on. Democrats could have their Peter Shumlin there and he'd have no problems being reelected.

Cuomo is under appreciated he's been a very effective Governor closing massive deficits while stabilizing the state's economy. It's amazing that the state is even a position to afford a tax cut at this point but Cuomo made it happen NY has some of the highest tax burden in the nation and the worst business climate and he wants to make the state a business-friendly state and attract jobs there's nothing wrong with that in my book.

We have millions of Americans who are dependent on the Bush Tax Cuts to live within their "means."

Perhaps this is a policy difference; I prefer tax reform to open-ended cuts.
