That's debatable. Truman was the first president since reconstruction to actively push for civil rights. He desegregated the armed forces, and if it hadn't been for the Dixiecrats, a Civil Rights bill in 1949 or 1950 wouldn't have been out of the question. Not too mention Truman's progressive legislation with the Fair Deal and his push for universal healthcare. Can't forget his strong anti-communism either. He stood up to Stalin in a time when someone had too.

Yes, dropping the bombs on Japan might have been a terrible mistake, but this was 1945. I don't think anyone realized what nuclear weapons really meant at the time. I don't want to exonerate Truman from any responsibility, but calling him a "war criminal" makes no sense. Especially considering all the good he's done or tried to do.
