Can we treat voivodeship marshal as counterpart of governor or voivode? Or none?

Adam Struzik is marshal of Mazovian voivodeship since 2001...
He was chosen only two months after dissolution of AWS. How is this even possible?

I'd say marshal, since a voivode is the PM's representative, not an executive on local level.
