I . The Kingdom of Scandinavia, the Habsburg Monarchy, and the Kingdom of France, hereinafter “the Contracting Parties,” declare today that their common purpose shall be the preservation of peace and the preservation of their vital national interests.

TREATY OF TROIS-RIVIERES (1900)

ARTICLE 1
Any form of biological warfare, as well as all forms of chemical warfare with the sole exception of non-lethal tear inducing irritants for emergency domestic situations; are hereby considered to be ungentlemanly forms of warfare.

ARTICLE 2
The previously mentioned forms of ungentlemanly warfare are hereby banned within the territory of the signatures for domestic use, and for international use in terms of pre-emptive or first-use.

ARTICLE 3
The stockpiling of agents for biological and chemical warfare is hereby prohibited. All current stockpiles of such agents must be disposed of.

ARTICLE 4
Research on chemical and biological warfare will only be allowed for the purposes of finding countermeasures, antidotes or for purely scientific purposes. Incentives and support will be provided for experts in such fields to switch to non-lethal research. Signatures must share their findings with the Ungentlemanly Warfare Commission in order to prevent and/or deter the start of a new arms race.

ARTICLE 5
The sale of agents for chemical and biological warfare will be made illegal. Companies that held a role or stake in such fields until January 1st, 1900, and who may encounter financial losses as the result of this protocol, may be reasonably compensated by their respective nation if they so decide, under their preferred mechanism.

ARTICLE 6
The signatories will further formally renounce the right to non-first usage of chemical and biological weapons in self-defence for all time. To enforce this renunciation, all signatories will agree to enact immediate and full economic sanctions, including an economic embargo, against any nation that engages in ungentlemanly warfare after the aforementioned date. Signatories must also pass legislation or enact decrees that ensure compliance with Article 6.

ARTICLE 7
An Ungentlemanly Warfare Commission will be established in a city belonging to the Swiss Republic or any such other neutral and non-aligned nation, with participants from all signatories. Delegations from the Commission will be provided reasonably access to signatory countries to ensure compliance with the previous articles.

The Commission must ensure that the make up of delegations to specific countries places emphasis on neutral, non-aligned, or non-rival nations to the one to be inspected. Information thus collected will remain the private, exclusive property of of the Commission, which must enact regulations with harsh penalties for any actors who illegally access or divulge any of its contents.

Suspicion of non-compliance must be brought to the Commission, who will issue a report – by majority vote – within 90 days outlining whether Article 6 ought to be invoked.

Statement from the French Foreign Ministry on Louisianan Conduct During the Mexican-Louisianan War:

As per The Treaty of Trois Rivieres, the Kingdom of France shall effective immediately implement a complete and absolute embargo upon Louisiana.  We respectfully urge Louisiana to abolish any and all chemical weapons stockpiles and permit a team of inspectors from neutral countries that do not have any conflicting interests with respect to either Mexico or Louisiana to conduct a full investigation to determine that this has been done so the embargo may be lifted as swiftly as possible.

4) The Protectorate of Aceh and the Protectorate of Mysore shall both be permitted to build a domestic police force to enforce their domestic laws.  It may be large enough to effectively enforce their domestic laws yet not so large as to potentially represent any threat to French control

5) The signatories agree to normalized trade status, including the lifting of the French embargo on the Durrani Empire and work to further improve economic ties where opportunities for such exist.

Archbishop-President Federico González Suárez Gives Public Speech on the Great Patriotic War

We stand here today two years after the initial outbreak of war. Since then we have fought to defend our great nation against this perfidious onslaught against our culture, sovereignty, home, and hearth. Though the invaders predicted a quick collapse against their superior numbers, we have endured against assaults on every corner of the Fatherland.

I would like to put to rest assertions that Gran Colombia is responsible for the start of this war. We have been accused by our French and Brazilian assailants of a protracted campaign of support for rebels to destabilize the Divine Republic of Brazil and the former Sacred Union of La Plata as well as assembling a "global alliance against Brazil and France." These accusations could not be further from the truth. Before the war, we sought to resolve disputes diplomatically rather than by force, respecting the sovereignty of our South American neighbors despite our disagreements on domestic policy and taking a leading role in the passage of the Treaty of Trois-Rivières hosted by our now-belligerent. As for the latter accusation, we have the right to sign treaties as an independent nation, whether to affirm existing relationships as with Spain or to mend frayed relationships as with Mexico. Never was our intention to invade Brazil or any other country; the defensive pacts were meant only as gestures of goodwill and assurances of our commitment to the prosperity of our allies. But yet some still claim that the assailants of Gran Colombia only acted in self-defense as they refuse to withdraw from our borders and continue to spill rivers of blood upon our soil.

This war has continued not for the warmongering nature of the Gran Colombian state, but for the refusal of the other side to see reason. Had concerns or complaints over our alleged conduct in the Brazilian Andes or our territorial hegemony and trade policies in the South Pacific been clearly stated to us, it may have been possible to reach an agreement or even mutual understanding without firing a single bullet. Instead, we are faced with widespread carnage because of the intransigent belligerence of our opponents.

Our attempts at making peace have been met with derision and arrogance unbecoming of fraternal states on the international stage. The most generous deal offered demanded the surrender of all of Gran Colombia save for New Granada and Peru, despite the admission of the French emissaries that they were unsure whether we were guilty of supplying the Andean rebels before the outbreak of war. Upon our rejection of splitting our country in half for a crime we did not commit, they stated that our refusal proved our guilt and proved that we had always wanted war.

Were a bandit to kidnap and hold your son for ransom, and upon hearing you were unable to pay, kindly offer to saw him in half and return his top half to you, would you take him up on his most just and reasonable offer?

It is with heavy heart that I must conclude that the French king and his emissaries view us, the people of Gran Colombia, and perhaps our Spanish-speaking brethren, as they view our Filipino and Haitian brothers in Christ, an inferior people incapable and unworthy of self-governance.

And thus we stand in a Great Patriotic War for our existence as an independent nation. In the face of this unprecedented war of aggression against our people, we have every right to fight back. We shall fight on the open ocean, we shall fight in the streets of our cities, we shall fight in the summits of the Andes, we shall fight in the depths of the Amazon. And if against all odds, every inch of our soil falls under the rule of these bloodthirsty Huns, there will come a day when the undying spirit of Gran Colombia rises once again to overthrow tyranny, as our forefathers did under the rule of foreign monarchs and their forefathers against their Moorish conquerors. Whatever the time and costs spent, the Almighty shall see to it that the final victory of this conflict shall be our own.

Treaty of Bogota (1903)

A Treaty between the Kingdom of France, the Divine Republic of Brazil, the Empire of Québec, the Commonwealth of New England, the Republic of Japan, and the Kingdom of Portugal, and, the British Union, New Holland, and the Holy Republic of Gran Colombia, putting an immediate end to the Colombian War.

PREAMBLE:

The signatories, sharing a common concern over the length and viciousness of the present conflict, its economic impact on the world, the hardships of civilians, and the lack of a decisive victory despite specific advantages, hereby agree to pursue an end to the war that acknowledges realities on the ground whilst seeking acceptable compromises.

They hereby agree to the following:

GENERAL:
• Complete cessation of all hostilities upon the agreement of all parties, to be followed by a ten-year non-aggression pact between both sets of signatories.
• The release of all prisoners of war, hostages, and other detained persons to their respective party, including dead bodies.
• A pledge from each party to not intervene in the domestic and internal affairs of each respective party.
• An investigation from the belligerents on the causes of the war, including but not limited to Colombian funding and supplying of subversive groups in Brazil before the outbreak of war, is conducted starting less than one year after the signing of this treaty.

ECONOMIC:
• Both sets of belligerents shall immediately end all naval blockades and work to restore submarine telegraphic cables.
• The Commonwealth of New England shall assume full responsibility for the unfortunate demise of Her Royal Highness the Princess Helen. Chairman Fitzgerald shall be turned over to an international tribunal in Zürich for trial as to his violations of the laws of war, details to be determined.
• Québec and New England will fully fund the reconstruction of all cities targeted by the explosions of August 1902, as well as aid and assistance to victims.
• Colombia’s share of the Panama Canal profits under the 1871 Treaty of Bogota is abrogated.
• The open and safe passage of Colombian citizens from the Philippines, Haiti and other ceded territories back to Colombia is guaranteed for five years.

TERRITORIAL:
The Holy Republic of Gran Colombia, while fully preserving its independence and autonomy, shall make the following concessions:
o The Pacific Colombian islands, with the exceptions of Easter Island and the Society and Austral Islands, and the Colombian Lesser Antilles to the Empire of Québec.
o Panama and part of the Peruvian highlands to the Divine Republic of Brazil.
o Colombian Malaya and the portion of New Guinea previously negotiated between New Holland and Colombia to New Holland.

Additionally, the following territorial changes will take place:
• The Republic of Japan shall annex the Philippines and Aceh.
• The Kingdom of France shall establish a protectorate in the island of Haiti.
• The Kingdom of France will annex the Panama Canal Zone and establish full control over the canal. The profits will be shared between Brazil and France.
• The Holy Republic of Gran Colombia will cease cooperation and collaboration with the Andean Free State and any other would-be rebels within present and new Brazilian borders.
• The Divine Republic of Brazil shall take possession of the Andean Free State.
• The Empire of Québec will annex Tierra del Fuego.
• A demilitarized zone of 2 km along the Peruvian border between Colombia and Brazil will be established.
• The Empire of Québec and the British Union will agree to status quo antebellum.
• The British Union shall annex the western half of Adirondack and the southern half of Fairfield County.
• Aside from these territorial changes, all belligerents will return occupied territory not previously mentioned.

OTHER:
• New England, Britain, and Québec fully recognize the present borders of North America and will not provide aid or assistance to any rebels or domestic agitators.
• All belligerents agree that the Treaty of Trois Rivieres, while preventing even further loss of life, is in need to reform to prevent loophole abuse.
• The need for reform notwithstanding, both sides agree to drop any claims of usage of biological warfare in the course of the conflict.

“The Kingdom of France offers its sincerest condolences to the Vatican for the death of his Holiness.  It is the official position of the Kingdom of France that the conclave should not be held on French, Austrian, or Neapolitan lands given the present military situation in Italy and the threats of military force the Austrian regime has been making in an attempt to bully other nations into permitting it to turn the Chair of St. Peter into a throne of bones for its handpicked puppet.  It deeply saddens the Kingdom France to see that the Austrian regime has chosen to plunge Europe into a new dark age by proclaiming its intent to declare war upon the Kingdom of France should we decline to support its choice for Pope.  

We urge all nations in Christendom not to allow their Cardinals to participate in any conclave on Austrian lands as it will be a completely illegitimate mockery of a Papal Conclave.  We propose Lisbon as a neutral alternative.  However, if that is unacceptable, then there are other cities that could serve as neutral ground.  Effective immediately, all French funds and assets have been withdrawn from Habsburg businesses.  We urge the Austrian regime to 1) cease its efforts to use threats of military force to attempt to dictate the next Pope and 2) agree to a conclave held upon truly neutral ground.” - The French Foreign Ministry

On the Location of a Papal Conclave:

“If the Habsburg Empire’s intent is genuinely to ensure a fair vote free of coercion, then they should have no objection to an international peacekeeping force composed in equal number of peacekeepers from Christendom to ensure there is no effort made to coerce the Cardinals by threat of force - be it explicit or implicit - or to prevent Cardinals from any faction or nation from attending.  We would further call upon the Habsburg Empire to join the Kingdom of France in committing not to use the threat of military retaliation to coerce any nation into backing its choice for Cardinal.  In so doing, the Habsburg Empire could easily demonstrate benign intent.  Should the above be agreed to by the Habsburg Empire, the Kingdom of France would be willing to agree to a Papal conclave in Konstanz.

As has been emphasized in our prior statement, it is the Kingdom of France’s most ernest wish to avoid a schism and ensure the unquestioned legitimacy of the next conclave.  We would remind all nations that the past schisms have been deeply destructive to the Church and that all of Christendom lost regardless of which faction was the military victor.  We appreciate the wise words of the Quebecois government on the matter and agree that this most somber occasion for all of Christendom should not be reduced to a petty political squabble. 

As such - and in the interest of making every effort to ensure heated passions do not plunge European Christendom into a nightmare from which she may not awaken for a century - the Kingdom of France makes this proposal that we may all yet embrace one another as Catholic brothers.  It is what the late Pope would have wanted: conciliation rather than further bloodshed.  Let us honor the memory of His Holiness together by averting senseless bloodshed and all doing our part to ensure a clean vote at a legitimate conclave free of explicit or implicit coercion.

Furthermore, the Kingdom of France calls upon all nations, regardless of belligerent or neutral status in any conflict to commit to ensure unconditional and unobstructed safe passage to any Papal conclave for all Cardinals wishing to attend - even those from factions deemed hostile to the interests of the nation in question - and to instruct their Cardinals to oppose the selection of any candidate who would see the Church turned into a house divided against itself.” - The French Foreign Ministry

On the Papal Conclave

“The Kingdom of France is pleased to announce that after extensive talks, an agreement has been reached with respect to the Papal conclave.  The Habsburg Empire has agreed to allow a small international peacekeeping force to guarantee the security and integrity of the conclave, as well as to ensure delegations are not prevented from attending the conclave.  We would also like to thank the Divine Republic of Brazil for mediating these talks.

Given the Habsburg Empire’s consent to the French proposal to ensure the integrity and legitimacy of the Papal conclave, the Kingdom of France no longer objects to holding the conclave in Konstanz and will send its Cardinals to attend the conclave with detailed instructions.  We will also be sending a small peacekeeping force comparable in size to those sent by other nations to accompany/guard the French Cardinals on their journey and to - along with the Polish peacekeeping force and those from any other state wishing to send a small peacekeeping force - help ensure the conclave is a free and fair election.  

As the latest attempt by the church-burning Chinese to sow division and discord within the Church has shown, enemies of the Faith will take any opportunity to exploit even the slightest crack in the unity of the Church for nothing - not even as somber an occasion as this - is sacred to such wicked creatures.  To those most black and infamous of fiends, we reply that Christendom shall not let the Godless spill their poison into Catholic ears like the serpent in the Garden of Eden.  There is nothing enemies of the Faith at home or abroad fear half so much as the Church united.” - The French Foreign Ministry

A Treaty Under Russian Mediation

In the name of God Almighty, His Holiness Pope Alexander X, His Majesty the Holy Roman Emperor, King of Bohemia, etc, and Apostolic King of Hungary, His Majesty the King of France; His Majesty the King of Scandinavia; His Excellency the Archbishop-President of Brazil; and His Excellency the President of Russia,

WHEREAS, the Powers are in agreement on the need for preserving the European and global peace;

WISHING, in a spirit of good and mutual accord, to regulate the conditions most favourable to the preservation of the European balance of power and the continued development of brotherly relations between states;

BEING DESIROUS, on the other hand, to obviate the misunderstanding and disputes which might in future arise from the current Italian situation,

HAVE RESOLVED, on the invitation addressed to them by the Government of Russia, in agreement with the Government of the Kingdom of Scandinavia, to meet for those purposes in Conference at Vienna, have successively discussed and adopted the following disposition of claims and spheres of influence on the Italian Peninsula:

ARTICLE I: His Holiness the Pope’s temporal authority is restored in the province of Latium and on the islands of Corsica, Elba, and Malta. The sanctity of His Holiness the Pope’s temporal sovereignty is mutually guaranteed by the Holy Roman Emperor and the King of France.

ARTICLE II: Notwithstanding the provisions in article 1, French naval basing rights are irrevocable and unconditional in perpetuity on the islands of Corsica, Elba, and Malta in recognition of their legitimate and vital security needs in that region.

ARTICLE III: His Holiness the Pope, being desirous of reconciliation in the church, shall revoke the excommunication against Archbishop-President Federico González Suárez and shall welcome back into communion all those involved in the current dispute.

ARTICLE IV: On those areas demarcated as the legitimate French sphere of influence, three Bourbon Grand Dukes shall take up rule in the south of Italy, and the islands of Sardinia and Sicily shall be granted independence.

ARTICLE V: On those areas demarcated as the legitimate Habsburg sphere of influence, Alfonso IV Bourbon, shall take up rule as King Alfonso IV of Etruria. This kingdom shall retain ⅓ of the Neapolitan fleet. The remainder shall be removed to Trieste for scuttling. The strength of the Etrurian fleet will be limited to its size and strength as of the application of this treaty

ARTICLE VI: The King of France is affirmed in his title of Guarantor of Latin Europe except as to those Latins within the legitimate Habsburg sphere of influence.

ARTICLE VII: The below signing powers agree in principle to a non-aggression pact and to consult one another on all relevant matters related to the European balance and of their respective national interests.

CONVENTION ON THE PROTECTION OF PRIVATE PROPERTY AND INTERNATIONAL INVESTMENT

The High Contracting Parties the Kingdom of Scandinavia and the Empire of Quebec:  

Believing that peace, security, and progress in the world can only be attained and ensured by fruitful cooperation between all peoples on a basis of international law and mutual confidence;

Appreciating also the importance of encouraging commercial relations and promoting the flow of capital for economic activity and development;

And considering the contribution which may be made towards these-ends by a statement of principles of conduct relating to foreign investments;

Have resolved for this purpose to conclude the present Convention.

Article I
Every state shall at all times ensure fair and equitable treatment to the property of the nationals of the other states. Such property shall be accorded the most constant protection and security within the territories shall not in any way be impaired by unreasonable or discriminatory measures.  

Article II
Every state shall at all times ensure fair and equitable treatment to the investment and ownership interests of the nationals of the other states. Such investment and ownership interest shall be accorded the most constant protection and security within the territories shall not in any way be impaired by unreasonable or discriminatory measures.  

Article III
No state shall take any measures against nationals of another state to deprive them directly or indirectly of their property, investment or ownership interest except under due process of law and provided that such measures are not discriminatory or contrary to undertakings given by that state and are accompanied by the payment of just and effective compensation. Adequate provision shall have been made at or prior to the time of deprivation for the prompt determination and payment of such compensation, which shall represent the genuine value of the property affected, be made in transferable form, and be paid without undue delay.

Article IV
Parties to this convention shall consider this convention binding on both parties to this convention as well as non-parties to this convention. The parties resolve to undertake all efforts including economic and military countermeasures to rectify any state’s violation of Articles 1, 2, or 3.

Article V
The present Convention shall, as from the date of its entry into force, be open to accession by any state regarding Articles 1 through 3. A state will be permitted accession regarding the full convention by agreement of the High Contracting Parties.

 “The Kingdom of France undertook a blockade at the specific request - and after tremendous pleading - on the part of the Queen of Quebec in the lead up to the start of the Mexican campaign.  In return, certain promises were made and it has become all too plain that Quebec has no intention of honoring the explicit promises it made in exchange for critical French naval aide and intelligence during the Mexican campaign.  If Quebec sees the error of its ways and chooses to honors its commitments, then further escalation can be averted.  If not, then the Kingdom of France will respond however it deems appropriate.”

Jeju Agreement (1902)

In pursuance of PEACE and AMITY between the Republic of Korea and the Kingdom of France, both parties (hereinafter the "High Contracting Parties") do affix their signature to agree to the following terms:

Article I. Korean Neutrality.
1. The Republic of Korea shall establish a policy of neutrality in the Franco-Chinese War and, accordingly, forgo any and all interference in the Franco-Chinese War.

Article II. Trade Relations.
1. The High Contracting Parties shall coordinate the establishment of new maritime trade and supply networks connecting India and Korea.
2. The High Contracting Parties shall establish an official rate of exchange between the French Franc, the Indian Rupee, and the Korean Won based on relative market value and purchasing power.
3. The Republic of Korea shall reduce its tariffs on French spices, cotton (and processed textiles thereof), raw iron, steel, jute products, and wine by 33%.
4. The Kingdom of France shall reduce its tariffs on Korean rice, tea, ginseng, silk (and processed textiles thereof), pearls, mother-of-pearl products, and livestock hide and skins by 33%.
5. On all other goods, tariffs shall be reduced by 15%.
6. The Republic of Korea shall begin the process of opening mainland ports to French trade.
7. The Republic of Korea reserves the right to apprehend and detain merchants possessing or distributing opium.

Article III. Miscellaneous.
1. Both parties individually reserve the right to terminate this agreement 90 days after written notice to the other.
2. The Kingdom of France reserves the right to terminate this agreement immediately if a Korean trade vessel is found transporting arms, ammunition, military equipment, or manpower within its blockade.
3. A non-aggression pact between the Kingdom of France and the Republic of Korea is established for a period of 5 years.
