Definitely McGovern.

To begin with, his first running mate had to be replaced, as mentioned in a previous post.  Nothing personal against his first VP choice, however, this indicates an extreme lack of proper organization.

His scramble to find someone who would even accept the VP spot on the Dem ticket was a bit of a circus.

And did you see the pictures of McGovern leaving the convention hall?  He was surrounded by what one journalist referred to as, and I don't have the exact quote, but stating that McGovern had been nominated by the cast of "Hair".
