Who defines ugly? Does the Select Committee on Public Nudity review each woman's breasts and vote hot or ugly?

Indeed. Each woman that wants to apply for a Topless Permit will have to appear before the committee and be subjected to a "aye" or "nay" vote from the nine members.

I don't exactly check out or rate my mom or any relatives, although as she's too old she no doubt would not be allowed to under my system. Not like she'd want to.

It's worth pointing out breasts aren't really considered have a sexual connotation in much of the world. Apparentely in parts of Central America, it's not uncommon to see peasant women working in the fields without their shirts on just like the men, and no one considers it to be a big deal at all (and they considered it quite odd that foreigners think it is). That said I still stand behind my licensing idea.

I'm sure there are people who are huge prudes that get shocked seeing girls at the beach in thongs and string tops, should we ban those too? I remember once seeing one of my favorite strippers at the club down here leave early so she was dressed in her street clothes and noticed she actually wasn't wearing much more on her top than she was while working, no doubt that would shock some prude, so should we prohibit girls from wearing shirts that are 2 sizes too small?

No.  If you are desperate enough to see women's breasts, then go grab a magazine.  I personally don't want to see 300+ lb women walking around with breasts dangling down to their knees when I'm walking down the street to go to lunch.
