Yes, as should men, and either gender should also be allowed to go bottomless if they like.  Why should the State care what commoners wear?

Heck even in Saudi Arabia, women that need to breastfeed just pull out thier boob and do it.

There is something incredibly un-sexy about a teat with the unfortunate result of pleasures attached to it.  It also doesn't help to see it emerging from a creepy walking tent.  I would recommend they lop it off.
