Considering that Republicans (with Mitt Romney among them) have ruthlessly been attacking the Democratic party for the past decade for being unpatriotic and unsupportive of the troops, yes it's a big deal. And Romney's defense here is very telling; just like he sees the economy as an entity made up of corporations rather than workers, he sees the military chiefly as the military-industrial complex (something to be spent money on) rather than soldiers (to be offered our moral support).

Well reducing the rate of growth is a 'cut' from a certain point of view. Same is true when they talk about Obama "gutting" Medicare (again by reducing the growth rate cost through savings).
