Gabbard has been stockpiling a large war chest, and a Senate seat seems to be on her list of priorities (she applied for Schatz's current seat back in 2012, when Senator Inouye passed).

I do think she's laying the groundwork for a 2020 run for president. Being a senator would be a more prominent launching point than a congressperson.

If she honestly wants to run for president in 2020, then there is really no need to run for Senate in '18 first.  Firstly, being the junior Senator from Hawaii for a few months before launching your presidential bid isn't going to get you significantly more national media attention than doing the same from the House.  And secondly, she's inevitably going to get plenty of media attention during a presidential run anyway, due to her age, gender, race, veteran status, and Kucinich-like wackiness.

And hopefully she gets less support than Kucinich.

No, she'll lose her House primary in 2018.
