Why is this an amendment instead of just a bill?

Edit: never mind, I think I know the answer.  Could we pass this before the election?  Come on senators, this was proposed over a month ago now.

If that's the case, Mr. PPT, I would suggest this be put to public poll.

Regardless of whether this becomes part of the constitution before Friday, I intend to conduct the midterm Senate elections as if it were- by having voting open for 72 hours, and honoring any request for absentee voting (I don't think there will be any).
