Congress won't fail to do it, I guess, but there may be some chance that Trump vetoes the bill. Democrats won't approve funds for the border wall, on which the Freedom Caucus insists. Establishment GOPers will then vote with most Dems to pass a spending bill without border wall. Since that is hardly acceptable for Trump, he may use the veto pen. Didn't he already indicate that he's willing to risk a govt shutdown for the stupid wall?
