I voted no, because some drugs can cuase the user to be violent, but I'm not sure the question is about that.

Well there is a lot of alcohol-related violence.

But even that is at its worst where social norms permitting and governing moderate (or even borderline) alcohol consumption are lacking. Which is, for instance, why Indians don't drink more per head of the population than Whites but have far more alcohol-related, and alcohol-related-violence-related, deaths. More excessive drinkers driving the average up, more teetotallers driving it down. Nothing to do with genetics.

Similar differences exist in cocaine usage between the Andes and the rest of the world.

I wouldn't say because of prohibition itself, but I would say our method of attacking the drug problem does lead to high cost. Which can be looked at with the simplest of econ models... Since we do not attack the problem on the "demand" side really, but just the supply side, and we can assume a very steep slope of demand for harder drugs at least... If you leave demand where it is and push back supply, the area of profit will actually grow larger, and that larger profit can be put back into the supply fight.  (Both against the gov and others)
