Actually the mideast was most liberal region way back in the day.

     That was back in 2008, no? If we're going that far back, the IDS once elected Governor Xahar.

Pacific or Midwest would have had that distinction as far back as 2008 surely?

2004 and 2005ish I was thinking of actually.

     Around 2008, the Pacific was institutional in the purest sense, and the Midwest was avowedly looney. In a conventional sense, I would say that the Mideast was probably more liberal than either of those at the same time.
