Probably option 2.

Pennsylvania will likely remain slightly to the left of the national average, so if she wins the popular vote by 5%, she'll probably carry PA by 6 or 7%.

Romney's coattails probably did help Berg a bit. If it was just a straight election with those two, Heitkamp probably would've won by a bigger margin.

But yeah, coattails are unpredictable. Sometimes they have a huge effect (ex: NV 2014), sometimes there's none whatsoever (ex: NJ 2013). There's really no way to know for sure.
