Whilst I don't support a withdrawal from the UN, I also don't support True's proposals. If you want to change the security council, add India and either get rid of France or create a "European Union" Seat that would include France and the UK, and Germany, and Italy, etc etc.; or just add a sixth member.

We can give India a seat without giving one to Pakistan, but it's not really worth it.

Basically, either leave it as-is, or scrap the permanent members (which France would veto)

It can't be reformed; if it is the only reform is the inclusion of Inia, either as a 6th power or by the creation of an EU seat merging the UK and France, and providing representation to Germany, Italy etc.-which the French might support, but the Brits wouldn't.
