I read the question and results to my mom (a staunch Conservative) and her response was:

"Yeah, those 45% are the ones that are working, Carl. THINK about it."

I find the quote most interesting. There is no data between 1999 and 2007 so it is impossible to judge natural statistical fluctuations. However, if I assume that this is poll with the usual 4% margin of error then the data from 2007 through 2013 is consistent with natural statistical fluctuations about a mean of 50% yes and 46% no. The quote instead should be that "People feel similarly about how far a government should go"; a statement that holds true across the Great Recession.

Why are people like your mother, no offense to her, so convinced that they are in some persecuted minority who toil endlessly while everyone else sits at home and spends their welfare checks on fake nails and Xbox Live memberships?

This view tends to be strongest among retired olds, housewives and College Republicans - all groups of people who actually don't work.
