One of the most bizarre things I found when I moved to US(I was 11). Also I don't wear underwear when I go swimming in basketball shorts(one of few times I don't wear underwear).

Two things....
A.Swimming trunks come with their own little pair of built in underwear to support your junk and keep it from peeking it's...ahem...."head" out at in opportune times.  Thus it's stupid to wear underwear with swim trunks....(plus wearing wet underwear is bad for your junk)
2.If I were to, for some reason, go swimming without a proper pair of trunks and still needed to keep myself clothed I'd only keep my undies on if I had a dry pair to put on when I was done (again, to avoid the wearing wet underwear thing) otherwise I probably wouldn't even go swimming.  This came up a few years ago.  I wore my underwear under my shorts (so as to keep Mr. Happy from showing his face) but I had dry undies to change into when done.

It's not normal for people to wear underwear when swimming in normal swimming situations (I'm not saying it never happens).  You must have met some weird people.

No I observed this at public pools, a solid 5-10% of pool attending males have underwear under their swimming clothing.

I don't think that's something I'd notice, but yeah, 5-10% sounds like a good percentage.  Some people are just weird.  The fat kid swimming in a Tshirt is much more obvious (and funny).

note-When I was a chubby self-conscious teen I did it a few times (I swam topless much more often when I was a chubby self-conscious teen), but I'm not proud of it.

It would be cool to see someone with a painted-on fake swimsuit à la Homer Simpson.

Oh, and my answer is no, btw.

I do it only because I tend to not go swimming. I hate going swimming, so I wear my underwear underneath my swimtrunks in case I want to change into shorts later while still at the pool. It's weird, I know. But it's a habit at this point.

but then your underwear is wet...you shouldn't walk around wearing wet underwear...you'll give yourself a rash.  What do they teach in school now-a-days?

I don't go swimming. Period. My mom literally forces me to wear swim trunks.

I can't imagine anyone, anywhere doing this.  Or, at least until I saw this poll I couldn't.  How very strange.

You must have never been to a public pool. Seems like we got a lot out of touch people here.
