In the 2012 senatorial election, Sanders did not only win in a landslide against Republican nominee John MacGovern (71.0% : 24.9%), he also even managed to win a majority of the vote in all 246 towns in Vermont.
MacGovern's "best" towns were Vernon, Windham County, (52.3% : 41.1%, 1,042 votes) and Waterford, Caledonia County (56.1% : 40.3%, 697 votes). Moreover, Groton, Caledonia County, was Sander's second-"worst" town, winning it 55.6% : 39.9% out of 444 votes.

His "worst" towns (or MacGovern's "best" towns, receptively) were Vernon, Windham County, (52.3% : 41.1%, 1,042 votes) and Waterford, Caledonia County (56.1% : 40.3%, 697 votes).

Just pointing out: Groton was his second worst town: he won with 55.63% of the vote and by 15.77 points there (as opposed to 15.78 in Waterford).

Anyway, I could see a situation where Sanders actually wins VT by more than he did in 2012, yet loses a few towns. His high-profile nature over the past few years may very well have rubbed some of the local sheen off of him for some GOP-leaning voters, who may have not even realized the extent of his leftist beliefs prior to then.

You're right. I underestimated the relatively strong third-party vote, which spoiled the logical equivalence
"best result for A" ⇔ "worst result for B".

Is there any doubt that Bernie won't win each municipality?
