Caffeine, like most drugs, is a wonderful thing if used in moderation.

This is a stupid idea.  Don't cops have better things to be doing than pulling people over for driving the way they are supposed to.  This is as stupid as "participation trophies".  You shouldn't be rewarded for doing what you're supposed to do.

Which reminds me of Chris Rock's bit on that.

Occasionally people need to be awake when they would normally be sleeping, caffeine is a wonderful thing to those people.
