I'm not talking about a militant Richard Dawkins type but rather someone who states they are an atheist, but doesn't make a big deal about it.

Right now, nowhere, but in 5-10 years, probably Austin, NoVa, and a few of the South Florida districts.

Yep anything "Urban", throw in Miami and the larger cities in Texas ie Houston and Austin too.

Nah. SC-1 isn't a good fit for any sort of religious fanatic, and let's face it, anyone who goes into politics openly trumpeting his atheism in this country must be a fanatic.

The 5th district of Georgia could probably elect an atheist today. That might not have been true 10 years due to the majority of working class African Americans who tend to be very religious. But now the district is younger, whiter and more liberal so I think it could happen.

VA-8, VA-11 and the south Florida districts if you consider them the south.  Other than that Austin and NC-4, perhaps NC-12

are we talking an AmazingAtheist, virulently anti-religious atheist or a wiser and more tame, implicit atheist who says a few nice platitudes here and there about religious legacy and spiritualism?  Michael Bennet comes to mind in the last case.
