Although there are probably other hereditary tyrants in history who have deserved it more, Maximilian I seems the most deserving of this list. While the other three probably committed more than their fair share of crimes during their respective rules (good monarchs are not usually subject to violent revolution), I dislike the idea of being on the same side as Levellers, Jacobins, or Bolsheviks.

The fact Maximilian was utterly misguided but somewhat "well meaning" doesn't change the basic fact he was a foreign-imposed tyrant.

Juarez himself sumed up him best: "he knew Mexico only from the map".
