Why are Inhofe and Allard unpopular?

Generally what strikes me is how few people have negative ratings; then again, I suppose that as a Senator you don't ever have to take personal responsibility for really unpopular policies, unlike a Governor who may have to increase taxes or cut services and gets personally blamed.
