I guess it depends what you mean by a leftist, but most of his domestic policies have been left wing, especially by international standards. The thing is he also tries to pretend that aren't (the main reason why I've never been a fan of him) and tries to divert media attention away from them by pursing somewhat authoritarian measures on law and order etc.
The idea that he's a sort of British Clinton is wrong (he's too moralistic for a start)... he's more like a Harold Wilson mk. II

He merely finished off a process begun by Kinnock and pretty much completed by the late, lamented John Smith. He added the PR glitz and did the symbolic stuff.
