This isn't the first time the OP has used a misleading title. Thanks for modifying, Kalwejt.

? It was Russian police. Chechnya is in Russia. We've all heard of other incidents of Russia, and Putin himself, using anti-gay rhetoric and  enabling things like this. This is another link in the pattern in Russia, not special to Chechnya.

     Putin has little to no control over what happens in Chechnya. I'm sure he's not losing a wink of sleep knowing that gay people are being killed, but let's not blame him for things that he isn't actually responsible for.
