1980. The National Democratic Party, especially after 1984 got more conservative over the course of the Reagan years whereas with Nixon, even with McGovern losing a landslide, the national Democratic Party grew more liberal from 69-74. Clinton was the result of Reagan’s policies and ideological shift whereas Carter was, politically, a Watergate induced fluke, and without Watergate someone more liberal would’ve been nominated in 1976.
