If you mean that the polling suggests that the population is divided 50-50 over the merits of the amendment, then the race might not be close at all. The amendment must get a majority of the vote in four regions regardless of its level of support in Atlasia as a whole.

It's currently close in most regions - only two have had a decent number of responses though. One is heading yes, one is a narrow no - at the moment.

Keep in mind the South doesn't vote, its legislature holds the vote.
