With little success at the national level due to the lack of exposure and money, it would seem wise for third parties to focus their energy at the local level. Here, money is not as important and voters tend to vote more based on the individual than the letter in front of their name (at least in some cases).

I think that the easiest way to crack the two party system is at the local level, nationally things are just too hard. Look at everything Ross Perot had going for him, and he still didnt come close to winning.

Yes, it's possible. It almost happened in California. (Well Indy, not 3rd Party, but still.)

What is essentially not possible, not unless something really, really weird happens, is to serve as an Independent / 3rd party member in Congress. The whole thing is set up with just complete confidence that every member will of course be a member of either the majority or the minority caucus and get all his benefits through them.
