Now, I'm really getting sick of this little twerp's provocative behavior, but, again, nothing in the Constitution prevents him from running, and he did declare his intentions in the proper thread before the election began. He should be on the ballot.

This seems to be correct. The up-or-down 72 hour vote must take place before a new candidate can be elected.

The petition must be brought before the voters: that is, the question of whether or not the governor should be recalled, not who his replacement should be.

"It" clearly refers to said petition, not a recall election.  In any event, section 5 clearly refers to what the vote is about - whether to recall an official.  Should that official be recalled, a special election would then be held to fill the seat.
