Please cast your vote for ONE candidate that you wish to become the next Governor of the Northeast. Please put an "X" in the box next to the name of the candidate you wish to become Governor of the Northeast. Voting will begin on April 19th, 2011 at 12 PM EST and will commence on April 22nd, 2011 and 12 PM EST. Please do not change your vote 20 (Twenty) minutes after your original submission or your vote will be rendered null and void.

This voting booth is unconstitutional, the relevant amendment clearly states that a recall must be put to an up or down vote prior to any election.

This seems to be correct. The up-or-down 72 hour vote must take place before a new candidate can be elected.

The petition must be brought before the voters: that is, the question of whether or not the governor should be recalled, not who his replacement should be.

"It" clearly refers to said petition, not a recall election.  In any event, section 5 clearly refers to what the vote is about - whether to recall an official.  Should that official be recalled, a special election would then be held to fill the seat.
