I think you mixed up the vote totals for FL-2000.

I think he used a revisionist form of history for these Florida results.  This site (David Leip's) has it as 2,912,790  for Bush, 2,912,253 for Gore.

Of course, folks will argue about Florida and 2000 for a hundred years, but the totals that were counted are those I cited.
