Those who are on SSDI - who aren't "rolling in dough" whether or not they are legitimately disabled - have health coverage, since SSDI recipients receive Medicare coverage. They are there at that health clinic because there just aren't doctors in the area to see them. Having more of the general population have health insurance could allow an increase the number of providers in the area, though Medicaid is much less attractive in this respect.  Having the working poor have better access to health insurance would also remove one of the incentives for being or staying on SSDI for those with some chance of working.
