It sounds like a great concept, like a modern day equivalent of the CCC, in an era where Millennials that suffered heavily under the Great Recession and the War in Iraq, can both provide positive contributions to American Society, while simultaneously getting real job training and employment history in an era, where even in the fast food sector in many parts of the country, employers would rather hire people with an actual work history, rather than someone with some college or military experience that might not be a good longer term fit for the team.

As long as it's completely voluntary and we still try to fix the ridiculous cost of a college degree (by cutting down on university waste, not by making other people pay for it), this sounds like a pretty good idea.
