Same thing happened in 2000, though at that time Russian delegation was stripped because of Chechen war only for a year.
This time... I'd said it's mostly fault of Russian enemies in PACE. They could helped prolong sanctions against Russia, if acted smartly. For example, huge reason for Russian return is Russian contributions to PACE (60 000 000 $). Baltic countries and Ukraine could pay this sum. Utter incompetency of Ukrainian delegation probably hadn't help
