I'm in on the Cuba idea.  Should we start a new thread?

I've got my thumb in too many pies/games at the moment, so I'm not getting involved, but perhaps use this thread to hammer out the rules and background (probably don't need much more background, other than what Xahar's provided already) and when the game is ready to launch, start a new thread for the actual convention.
