In all the places where I looked for the results, they report that Cruz won most of the votes and delegates, yet they never reported that he "won". But when searching Washington D.C.'s results, all the places were reporting that Marco Rubio won. Why is that? (If you want proof, search "republican primary" on Google, where it will say that Rubio won D.C. but not say that Ted Cruz won Wyoming)

Wyoming never had a preference vote, so instead they have this really complicated system of choosing delegates, in which they chose 12 of their 29 delegates at the county conventions today. So nobody has technically won yet, Cruz looks on track to win a majority of them barring some miracle for the other candidates but the rest of the delegates will be decided at the state convention (April 16th). So far results are 9 Cruz, 1 Rubio, 1 Trump, 1 Uncommitted.

Almost no one ever talks about county convention results.
