I wonder if federal law would allow regions to dictate this.  It might be worth experimenting in a region that has hotly contested primaries.  Maybe the Pacific?

With the transferable voting system, there's really no need for this. A more radical change (although one I'd oppose) would be FPTP for all elections.

It's not as if primaries are a major occurence in this game either.

I can't see having two rounds of GOTV for virtually every election being good for the game's party system in the long-run.

I see it being annoying and unnecessary given our current method
