I have a very, very hard time believing this is really an accident.
Why?
Coalition spokesperson Colonel Brian Tribus says that the airstrike "may have caused collateral damage to a nearby health facility."

What a scumbag.
again, why?

Using technical phrases like "collateral damage" and "health facility" when speaking to the public in an instance like this comes off as assholery. A minimum of empathy with the victims would clearly suit him. 

"Collateral damage" is not a phrase that should ever be used externally and a spokesperson should know that.

But yeah, Tribus isn't necessarily a scumbag, he is likely just an officer using military lingo in a situation where its entirely inappropriate. You can't rule out he actually thought about the "collateral damage" as real people, but was just too used to the phrase.
