While I understand the sentiments behind the pro-life movement, I urge the Pacific Council to reject this bill, or at the very least add rape to the list of exceptions to Section 1. The choice to have an abortion in the early weeks of a pregnancy belongs to the woman who is actually pregnant, not government bureaucrats who (judging by the male-to-female ratio in this chamber) have never been and will never be pregnant. Furthermore, as we saw during the Prohibition Era, government-legislated morality doesn't work. If you want to drive down the abortion rate, I would recommend taking a leaf out of the Northeast's book and making adoption more affordable.

I actually forgot about endangerment of mothers life, rape and incest. After this bill I will introduce a bill that deals with adoption, all 3 of our councillors are pro-life I believe and  I urge all of us to vote YEA and save the human babies.
