I would like to nominate Pikachu as speaker. Pikachu has previously served as speaker of the Northren legislature and as Senator of the North, he brings a great deal of experience and is truly qualified to be speaker of this great assembly.

I was under the impression that candidates for Speaker need to accept the nominations in this thread. Is that the case?
As we don't have any rules covering it, I don't believe so. However you might want to PM them asking if they accept the nomination.

But does the temporary appointment carry over after the resignation of the Governor?
I don't think so.
As  Heisenberg is Governor he has constitutional authority to run the election.
