Ferguson Police to Seek Diversification and Closer Ties to Black Community

Riddle me this, Batman - Why hasn't Governor Nixon taken whatever executive authority he has to decertify the Ferguson Police Dept, which would result in their disbanding immediately?  Police departments must be certified before they can exist. The State Police can patrol the city which is what happens when there's no police department normally.  This one officer is just the product of the Ferguson P.D. culture.  So why no action here?
