If you were in charge of the California Republicans, what would your goals be?

Rebrand. Don't be the ones to publicly lead it, of course. Get enough independents, moderate Democrats, and celebrities (it's California) to join and endorse it that it doesn't just look like a reskin of the Republican Party even though it kind of is. Then focus on getting members of the state legislature to flip - Republicans and a few of the moderate Democrats, if possible.

+101%. And would add - don't be afraid to run pro-choice candidates where it's feasible...
