Can Rick Santorum, former Pennsylvania senator make a run for governor in '18 since he's not going to be the GOP nominee for president in 2016?

Well, he certainly can, but considering the magnitude of his loss in 2006 (A Democratic wave, yes, but his margin of defeat was still far larger than it would have been for any saner Republican) and the uncontroversiality of Tom Wolf (at least so far) he'd almost certainly get demolished, and it wouldn't be particularly close. Likely D, maybe Lean D at the very worst.

Oddly enough this was an idea running through my mind during timeline planning a while back. But no. He'd lose badly and ruin republican chances of beating Casey.

Woah, what?

Wolf has extremely high approval ratings for being at this state in his governorship (Rendell had lower at a similar point).

And Santorum doesn't live in Pennsylvania anymore, anyway.

I feel like one of the US Congressmen from a R+1 or R+2 suburban Philly district might be a good candidate to go against Wolf.

Nah, he's too much of a loser. Rubio in FL-Gov might be a good idea though.

Why would President Rubio run for governor?

I personally don't think he'll be the GOP nominee, let alone the next president (though 2020 is always open), but whatever floats your boat, I guess.

I would absolutely endorse him in the GOP primary for the same reason Claire McCaskill funded his ideological soulmate Todd Akin.

Nah his whole reputation now is the anti-gay guy. He'd get massacered in the suburbs. Still have respect for partial birth abortion ban act, that redeems him in my eyes but regardless he would lose badly.

Ryan Costello, Pat Meehan, Mike Fitzpatrick, Mike Fitzpatrick's successor, or Charlie Dent?

Heck, maybe even Toomey could have a crack at it.

Charlie Dent would probably be DOA in the GOP Primary, but any of the others could be interesting candidates.  Not sure which ones would be interested, though.

Charlie Dent would be perfect.  He'd push the GOP-dominated legislature into pushing a non-discrimination law for LGBTs.

Of those, I'd rate Charlie Dent and then Ryan Costello as the only ones who could beat Wolf.
