So are the rules the same for House primaries where the person has to get above 40% in order to avoid a primary?

Normally yes, but for this cycle only the legislature has waived the requirement (the House primaries were delayed by redistricting to the normal runoff date, today, and they decided not to pay for later elections). 21% will be an outright victory for Budd if that's all first place takes.

Something interesting/unfortunate for WA Dems:

WA Treasurer Primary: 54% in

Davidson (R) 25%
Waite (R) 23%
Liias (D) 19%
Comerford (D) 19%
Fisken (D) 14%

If this result holds, you'll have two Republicans in deep blue Washington on the ballot.

This would seem to be a case of what I said was wrong with the Jungle Primary, the Democrats combined her for 52% of the vote (it declined to 51% with all the votes counted so far) yet it's the two Republicans who made the runoff.

However, in this case the Republican Davidson likely has a fair amount of support from Democrats. Davidson is a county treasurer and he was endorsed by many of his fellow Washington State county treasurers, both Democratic and Republican.

WA-9 first slot to Smith!
WA-10 slots to Heck and Postma!

Interesting note - Heck (D) is only up 47-37 on Postma (R). The other candidates are third party/independent. Maybe worth keeping an eye on this seat if a Trumpslide develops.

Even a Jungle Primary result is not necessarily all that meaningful.  According to the Secretary of State website, maybe 1 million votes will have been cast in the primary.

There will probably be more than 3 million votes cast in the general election in Washington State.

Proud of my state, and happy to see FF Jayapal triggering people who assume she's a socialist because Bernie endorsed her. Yeah, Murray and Inslee are safe, and so is Heck.

There was a socialist elected to the Seattle City Council, my guess is that the people here believe Jayapal is that person.  Jayapal is a Democratic State Senator, not a Seattle City Councilor.

On the Washington State Secretary of State Website they have a link on the candidate's name that allows them to send in some information about themselves and write a statement.

This is the statement by Republican First District candidate Robert Sutherland, who advanced to the runoff:

"Statement: Professional politicians are dividing Americans, between Left vs Right, Rich vs Poor, Black vs White. I will fight for everyone’s Rights in the US Constitution and to limit the federal government’s involvement into every aspect of our personal lives, including NSA spying on innocent Americans, which doctors we can or cannot go see, or allowing men into girls restrooms. TN-8: Kustoff now ahead of Flinn 27%-24%. State Sen. Brian Kelsey, generally presumed before the election to have been the frontrunner, still in fifth place with 13%.
Kustoff, establishment or tea party?

He is a former U.S Attorney, so probably establishment.

Kline (the retiring rep.) endorsed Miller, and the state GOP endorsed Lewis. I don't know anything else.

State GOP at their convention, just to be an annoying completist.

I understand Miller was the establishment choice, but that she had a hard time competing with Lewis' high profile.

No, she was endorsed by former Congressman Dave Obey as well as pretty much all the other Dem elected officials and party officials in the district http://www.maryhoeftforcongress.com/endorsements/ Interestingly enough a former coworker of mine is on this list.
