If the Republican President allowed the Democratic Congress a free-hand on domestic policy in return for a free-hand on defense-related and foreign policy?

So basically the Eisenhower years? Sure.

If Congressional Democrats at the time had their way Eisenhower would have approved a whole lot more in both areas.  Ike is 4th out of all the presidents in terms of number of vetoes.
